Now that grant-funded improvements are underway, a broader question emerges: would nearby municipalities like <strong>Williston or Bronson<\/strong> have any interest in operating the system long term?<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-c888cab9445dab1ffcced676d545d37c\">The agenda packet for this item includes <strong>394 pages of documentation related to the University Oaks water improvements<\/strong>, part of a total <strong>1,043-page agenda package<\/strong> for the meeting.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-d313a44eb14e5f1e972a39f9e1c320b9\">Levy County operates the <strong>University Oaks water system<\/strong> today because that is what happens when a private water utility defaults or abandons service. The county becomes the <strong>utility of last resort to ensure residents continue receiving safe drinking water.<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-ebe9f679577fd99ea322c7bdf3f344ff\">As the Board of County Commissioners prepares to approve improvements to the University Oaks system, another practical question comes to mind.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-f4249dbc6239f5d71400c99417da5061\"><strong>With the upgrades funded through a grant, is it time for the county to explore whether Williston or Bronson might be interested in taking over the system once the work is completed?<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-93d5d976c98b163cee7c67ec6046bed3\">When a private utility fails, the county often has little choice but to take over the system to protect residents. But years later, especially after improvements and the growth Levy County has seen, it may be time to ask whether other options exist, such as reaching out to Williston or Bronson to see if either municipality might be interested in taking over the system.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-3f2ce94bdebf4548299402689ffa2339\"><strong>After All, Bronson and Williston Are Already in the Water Business<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-0abec8c8584b17bceba14164ae98c181\">Both <strong>Bronson and Williston<\/strong> already operate municipal water utilities with the staff, billing systems, and operational experience needed to manage water infrastructure.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-4c7a434811efb2ff748233584940b9ec\">With improvements being made to the University Oaks system now, this may also be the right time for the BOCC to consider whether the county should remain in the water utility business long term.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-5b61ed3117918ae661e2db0fba542ec0\">University Oaks is a small <strong>stand-alone water system<\/strong> and is not connected to the municipal utilities of nearby towns. The subdivision sits roughly the same distance from both <strong>Bronson and Williston \u2014 about 10 to 15 miles \u2014<\/strong> and both municipalities already operate water utilities.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-1581a29a14ce1d21c0e1944022728638\">If the county determines it should not remain in the water utility business long term, it may be worth asking whether either community would have any interest in operating the system.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-dbb35759fd27e3b2069d1ff6f13b687e\"><strong>Ask and You Shall Receive \u2014 1,043 Pages<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-b9fb46b776710dd8fec1a2dde20fa45a\"><strong>Turns out when citizens start pushing, the paperwork suddenly shows up.<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-63ec2bf5544da0359fae4bac26b3dbf2\">After questions were raised about agenda items lacking supporting documentation, the March 17 BOCC agenda arrived with <strong>1,043 pages of material.<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-2bcd5afe30c31156ce585f4fa5b059a7\">Of those <strong>1,043 pages<\/strong>, <strong>394 pages are devoted to the University Oaks water project alone.<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-5db901cb24ec90af55d3360a4fa0fce2\"><strong>Here\u2019s the skinny:<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-99b99f2ea3ec8caf931a4d66caf67b77\">Plans<br>Specifications<br>Bid instructions<br>Insurance requirements<br>Engineering certifications<br>Contract documents<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-2bb0d636328a6b0a3d8c208b55c50166\">In short \u2014 <strong>a lot of paperwork.<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-5ca4dd42f63e54e7fda0476a7661ca7d\">The agenda lists the University Oaks water project under <strong>Matt Weldon, Public Works<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-05b69ae15530449a59ee2517911c4e81\">At the March 17 BOCC meeting, commissioners will consider awarding <strong>ITB_2025_024 \u2013 University Oaks Water Main Improvements<\/strong> to <strong>T &amp; C Underground, Inc. for $255,326.<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-f371a184c67e5be65a3d3d2f1e67ddef\">The project involves replacing deteriorated water mains and inaccessible meters within the <strong>University Oaks Water System<\/strong>, which is owned by Levy County.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-168e292472a8bf883787d5d90ddcc0d4\">The agenda summary lists the funding source as <strong>grant funds from the Suwannee River Water Management District.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-1cb322c3533982b78d903ff59cd031b3\"><strong>What the Grant-Funded Work Includes<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-2a711cfef026b62efaca9039629d7a62\">According to the agenda packet, the project focuses on <strong>replacing aging sections of the University Oaks water system<\/strong>.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-09f9a294d820628596b971402bf1f624\">The work includes:<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-acf4efae8a3ecc1f9484d0e36681cb53\">\u2022 Replacement of approximately <strong>1,700 feet of water main<\/strong><br>\u2022 An <strong>optional additional 1,500 feet<\/strong> of pipe replacement<br>\u2022 Installation of <strong>new service connections and fittings<\/strong><br>\u2022 Replacement of <strong>meter pits and meters<\/strong><br>\u2022 <strong>Reconnection of existing service lines<\/strong> to the upgraded water main<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-e2adc247d9dfb767305c2bc1ec93684b\">According to the contract documents, the work is expected to reach <strong>substantial completion within 180 days<\/strong>, with final completion approximately <strong>45 days after that<\/strong>, once the county issues a <strong>Notice to Proceed<\/strong> to the contractor.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-3821ae8345bb61120f137df0cfa24f84\"><strong>Questions Worth Asking<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-6fe487461c4da4923a8c9ed14be92f0e\">Even with the extensive documentation provided in the agenda packet, a few practical questions remain.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-e9bad29b5898a430f84f76c4bd20b17f\">\u2022 Does the Suwannee River Water Management District grant <strong>fully fund the project<\/strong>, or is Levy County providing matching funds?<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-ce27dcc5e02f1bfb7a35aa1cf4aa871a\">\u2022 If local funds are required, <strong>how much are taxpayers contributing?<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-7f74625b56c87b0471ab6c2a798c17c9\">\u2022 Once the improvements are completed, <strong>who will operate and maintain the system long term?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-7cf6c83d7fd9be29ea6218323a8644ff\"><strong>So, Who and What Is Public Works?<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-468549d377fbf3e3ae5dd1ef14ca231f\">The county website currently provides <strong>no description of the Public Works department<\/strong>, just an address and phone number, with no explanation of responsibilities, staffing, or scope of work.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-91502b85c310a5f936b3125836c1bf36\">Yet on the <strong>March 3 BOCC agenda<\/strong>, <strong>Matt Weldon, Public Works<\/strong>, was listed and presented a request for approval of a $30,000 fire plow. The <strong>March 17 agenda<\/strong> now places the University Oaks water system improvements under that same department.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-de538518558ed2f652d0cd4fad75e9a5\">For a department now appearing on multiple agenda items, <strong>there is little information available to the public about what Public Works is responsible for.<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-060b13c2117022f186d533f62a0e01c1\">So, a simple question remains:<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-be033fdac5b9e46e8b6c9b7fd6cce800\"><strong>What exactly is Public Works \u2014 and what responsibilities fall under it?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-82dd0fceab475ebed26bcd87ff05821f\"><strong>For Readers Who Want to See the Details<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-8da61e5d0f827c6470777ea81833c894\">The full <strong>394-page agenda packet<\/strong> is available through the county agenda system and is also posted with this article for readers who want to review the documentation directly.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-d750c7f2236a1bfe2c279be375acfae7\">Because informed citizens should always be able to see <strong>exactly what their government is voting on.<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-6b3b7a7d340c705eac62634f83e12697\"><strong>P.S.
