While reviewing pay raises and signing authority for County Coordinator Wilbur Dean and Human Resources Director Jacqueline Martin, there appears to be no accountability at the Clerk’s office or BoCC.
When I asked for the Clerk’s policy and procedures to determine how the office verified proper signing authority for pay raises, I was sent the June 2024 BoCC personnel policy. I was further instructed to review documents #s 103,104, 204, 209, 301, 302, and 304. I did, but I couldn’t find anything directing the Clerk’s Office oversight for proper signing authority for BoCC documents. The Clerk’s Office oversees BoCC expenditures, processes payroll, asset management, etc. Where is the accountability? Will a newly elected Levy Clerk of Court correct the lack of oversight by current Clerk Danny Shipp?
There will be a more detailed post in the next day or so about how HR Director Jacqueline Martin signs for Coordinator Dean’s pay raises. The Coordinator reports to the BoCC, not the HR Director. None of the five Personnel Action Forms (PAF) I requested for Dean, have the Chairman’s signature. Why? I will be posting more regarding a favored employee receiving a $4.81 hourly raise with a blank explanation line signed by Dean.
