In my campaign, I have stressed fair and equal taxation, as well as transparency. On this year’s agricultural exemption approval list, I noticed “HORSE” in caps on 29 parcels. A closer look revealed that all but two have this mysterious land use code of 6010, one of which is Goethe State Forest, oddly enough. So, I searched the GSA maps from Starting Point and Winding Oaks in Morriston to the Old TKO in Williston and Stone Hedge in Williston, and out to Deadman Curve in Chiefland. I found several by Carter’s Store and even more to the south. This is a county-wide thing.

2023 Levy Land Use Codes for Pasture
- 6000 Pasture 1 = $252 per acre
- 6010 Pasture = $450 per acre
- 6011 Pasture = $450 per acre
- 6100 Pasture 2 = $252 per acre
- 6200 Pasture 3 = $98.00 per acre
Note: Pasture 1 and Pasture 2 are the same price. Pasture 2 should be around $170 per acre. The Ag codes should go by soil types, as prescribed by the Natural Resources Conservation Service, (NRCS), ending with Type 7. I’ll delve into the deficiencies in our Levy Ag land code in the next write-up. This 6010 code has resulted in hundreds of properties being overtaxed, while the 6011 code only applies to one I’ve found.
Another anomaly I’ve found is the 6020 codes, which are only found in and around Big Lick LLC.

This is Over Taxation at Its Finest!
Keep in mind how this works: FOLLOW THE MONEY! A tax roll is created by the property appraiser’s office, approved by the state, and sent to the tax collector for collection. She (the Levy Tax Collector) receives a percentage of those taxes brought into the state coffers. The county requests a budget from the state. The state keeps all money not used for the county budget.
